On the globe map, when you have a factory building and you mouse-over it, it says 0 of 32 production lines open. It only says it's being constructed if you click on it and try to build stuff, since you're way tired and forgot that it's going to be a year before it's ready and it's only been 2 months and you're still frazzled about losing that 200 million a few hours ago trying something that really didn't work but you just HAD to try it.
