[TESTING]1.17.x component degrading imballance

I've noticed in 1.17.5 and 1.17.8 that components and the cares they're used in don't seem to be degrading correctly.

As an example, if I build a car and then 4 years later redesign the exact same car with the 4 year old part without changing anything my newer car will actually have lower stats than the 4 year old car.

Logically, I would expect the new car to have better stats than the 4 year old car but not quite as good as they were 4 years ago.

I've adjusted the degrades some, it'll be included in the 1.18 full release.

The main thing was with ratings such as power which use the actual vehicle specs. These sort of ratings are typically fixed with time since a 40hp engine in 1920 is a lot where as in 1980 it's not much.
