[TESTING]Bankruptcy bug

Im not sure how Bankruptcy is calculated, but i think run into a bug where you go bankrupt when you shouldnt.

In one of my games, i was in negative cash for a few months, but i managed to barely scrape out of it into positive.
I was confused when i bankrupted the next turn, as i didnt think i would be in negative cash at the end of that turn.
I messed with sliders a few times, seeing if i could reduce cost down to basically nothing, but still went bankrupt the next turn.
So to test if it was bugged or whether it was just due to losses, i added 5mil in cash to that save, then passed the turn again.
I still got the bankruptcy screen.

There is no way that i could possibly take a 5mil loss and end up in negative to bankrupt myself before the next turn.

For some reason your bankrupt flags did not reset, I've made it where they reset now.

You already had the maximum number of flags, thus you bankrupted...

Let me know if you run into this bug again...
