Alright I've found the issue, the reason this bug hasn't been reported is because I don't think we've found anyone who has tried to manage 2000 distribution lines! 
So congratulations on your success! (The game will be a little harder here soon I hope!)
The amount has been adjusted and since I got a little grumpy and the game is "unplayable" now I'm going to release a hotfix just for this issue.
(It'll take about an hour or so to build)
