When designing a vehicle based off a vehicle, the design time is shorter.
But, when designing a car based of a car still in development, the new modification can be ready before the vehicle you based it off is.
Ie.
Design a car called 'Model A' - 12 months until ready
modify with new model year 'Model B'
'Model B' - 3 months until ready
