[FIXED]$0 funding research projects should be hidden

This is a minor issue with 1.13.

When you spend $0 on a research project and press apply, it still appears on your HR screen and clutters it up.
It seems unnecessary to me.
I imagine it would be more a problem when you have many research projects stacked up.
