Wartime contracts

There is possible a bug with the wartime contracting: When a nation is in a conflict (when they might need some military supplies), your branches in said nation becomes idle, and you need an active branch to bid on contracts... So unless those nations have a crystal ball, an can forsee wars for which they need contracts, you can't really get your hands on those contracts

Actually during war time you can only get military contracts for your HQ country. This prevents UK companies building weapons for Germany, etc. So in short, branches don't matter during wars because you can only supply the HQ nation you're in.
