[FIXED]Unhappy workers

I had workers in the branch in Milan ask for a pay raise via a memo. I accepted their demands. WWI broke out, and I closed the branch in Milan. Now I get a memo stating that the workers in Milan are unhappy because I am not paying them what I agreed. This is with the latest testing build (1.19.3).

Yea, this is a known issue, something is screwy. Were you playing on hard mode?

No, I was playing on normal difficulty. I did adjust the starting options to no factory or branch, benefits enabled, and $4,000,000 starting cash.

Should have this fixed for the 1.20 patch.
