When I scroll up or down with my mouse wheel the cursor jumps up and to the left. Which moves the focus away from the panel I am scrolling and stops the scroll.
When I move the mouse the cursor jumps back to the location it was at before I scrolled and then moves from there.
So my workaround is to consciously move the mouse while I scroll, but it's a bit annoying.

Enable hardware mouse in the settings.
