I think i may have found a problem in the sales system in a specific location.
If it is a bug, its a bug in the sales system which makes it really hard to identify/narrow down. (the amount of variables going into sales is really large)
Fortunately in this case there is no competition involved, which makes it far far easier to look at.
There is also always the possibility im just doing something wrong .
Ive played two games now in the same location.
Both starting with a HQ in Tokyo.
In Both games ive used a strategy ive used multiple times for the same area, which has low stats but especially low Per Capita and low Labour skills.
In previous versions, i got 100+ sales per month on an individual model within a few months (or immediately). It often got a lot higher with advertising.
Now im either getting very little or 20-50(depending on my sales price). In the first game i couldnt get it over 50 in 4-5 years.
In order to test the problem in depth, i started a testing game in the same area and spent max on marketing for several turns to see if that helped. It really didnt.
This may just be an adjustment since an older version to reflect the historical situation at that time, but i suspect its more likely to be just not WAD.
Ill now go into detail on other things which would normally effect sales which i dont think are responsible in this case.
I dont believe any of the factors listed are responsible. If ive missed something or you would like more detail let me know.

- Price : Ive tried from about $300-650, which should be a reasonable price for 90-105 per capita. (worked before)
- Competition : there are no Competitors in Tokyo around 1900
- Vehicle : (Screenshot Attached)
Rating is low but ive sold more on lower ratings before. I also designed the vehicle to be attractive in its two primary ratings.
Body demand is also not a problem, as its a compact in asia in 1900 (high demand)
Vehicle is also obviously not being penalized for being old in 1900-1903

For testing purposes, ive had brand marketing on max for almost a year in Tokyo and have had my specific marketing high as well.
Prestige Report tells me my image is average which afaik can effect sales.
- Branch: Branch size is maximum. no retooling problem.
