The production stops when a country is in a major war. Every country in World War 1 will have production issues. London factory will make no vehicles because Factories in London should be making war goods.

To check if a nation is at war, read the newspaper and use the "Map" button on the world map, then select "Conflicts." Red countries will produce and sell 0 vehicles.
