With the new factory system on, once you change the order amount for a vehicle you never get any vehicles delivered from that point on. (Lyre and O2481 are affected with this in the save)

Fixed a couple issues with this. Note, if you cause the AI to have to retool, there might be a couple month delay in getting your units.

Changes will be in the v2.4.0.1 update.
