(This works on a factory that has all it's assemble lines in use)
Step one: Go to the factory/production window via the world map screen.
Step two: Choose a model that's in production and reduce its dedicated assemble lines to zero.
Step three: Close the window and then re-open. Now select the same model (or another) and give it the maximum assembly lines.
As if by magic, you now find that you have more assemble lines available than before. This can be repeated over and over again and you'll find your factory growing more and more assemble lines. All of this is done on the same game turn.
WARNING: If you have over models being assembled in the same factory, you'd find the number of assemble lines allocated to them drop into negative figures (although this doesn't affect the models production).
I guess you can call this a bug.
