Description: This bounty creates a one-time expense report. The report will list one-time expenses in order of their payment date with a brief description of what the expense was for and the cost.

Concerns: Often, one-time expenses are not recorded in the system. We'll need to add a table to the database to save those expenses and put a description. That might slow the game down a little.
Eric's Opinion: Now and then, we have players not sure why the game charged them money. This bounty will make it easier for those players to check the reason.
