Description: Currently, the Emissions systems use a preprogrammed fixed schedule for emissions changes. This bounty would add a random emissions system. The game will generate new emissions requirements at random years. This would be an optional game feature in the new game window.

Concerns: I need to try to keep the system balance. I'll also need to keep track of future changes so the player has proper notification.
