This bounty is for outsourcing the manufacturing of your design. I can't think off the top of my head of a company that has done this with a full car for consumer automobiles. Though, companies have done it before. In the racing world, one example is Corvette Racing (General Motors) outsources the manufacturing of their GT Corvettes to Pratt Miller.
The bounty you're looking for is "Joint Partnerships." I have not entered it into the system. (As of this writing, I have only entered about 30% of the bounties.) That bounty builds on top of this bounty. It will create both a license and an outsourcing contract for the partnered design, and it will split the development costs.
