Currently, the game calculates the aerodynamic drag effect at 100 kph. But what if the vehicle can't hit 100kph? The aerodynamic effect on fuel consumption should be fewer. This bounty fixes that.

Eric's Opinion: This is an oversight on my part. I simplified the formulas for performance and did not consider the varients in fuel consumption based on speed. As I mention on the Bitbucket ticket page, you use 4 times the fuel at 70mph than 35mph on most consumer cars. So fuel consumption on these draggy slow vehicles should be better.
