Description: A few ratings in the game are relative to sub-component selection. The main ones are some engine ratings. These engine ratings are for a specific number of cylinders.

With the 1-100 ratings removed, we can remove and replace this confusing system. We can make the ratings the same across the board, regardless of the number of sub-component selections.

Concerns: The easiest time to do this is at the same time as the 1-100 ratings removal. So fund them at the same time!

Eric's Opinion: The 1-100 rating limit made us do some things in the game that doesn't make total sense. This bounty fixes that.

Some of this bounty is already done with the removal of the 1-100 ratings limit. If funded, I'll go over the formulas to ensure that all functions are subcomponent irrelevant.

Code review was complete, some adjustments were made to Engine Smoothness Ratings. Engine power rating, which was the most egregious was resolved with the removal of 1-100 ratings. I considered changing the gear number effects but left them considering the number of gears will give engineers a better ability to adjust ratios. Engine cylinder counts don't allow such "tweaking".
