I've been researching Electric engines for almost the entire game (1900 -> 1979) but the component skill seems to be stuck at 20.5. The window still indicates it's supposed to grow with 0.11. (not sure per what period)
During that time I've also been researching Electric cylinders and Electric Fuel, which seem to have gone up to 99.64 and 108.05 respectively.
One thing that might be related is that the study budget isn't automatically growing with inflation, touching the slider usually makes it go up significantly.
