Not sure if you'd consider this a bug.
I was playing around with marketing budgets and the 'assign to all' button. After a little experimentation, I decided to remove the marketing from almost all of my branches. I then went to the hiring employee window and found all my branches 'asking' for marketing employees, despite the fact I had removed marketing from almost all of the branches.
Just to clarify....
I didn't advance any game turns.
Before playing around with the 'assign to all' button, almost all of my branches had no marketing budget.
