[FIXED]Only allow Redesign Once

Another place this would work, i just learned today. Ill edit it into the first post as well.
In the factory screen, when you resize the factory, there seems to be no way to tell its actually happening. Until you get the message its finished.

Would be good if it told you how far away it was like the R&D screens do too.
