Manufacturing skill?

Manufacturing in labor skills section along with administration doesn't make any sense. I'm making almost 100k cars a month (1970) and it's still only 4 (does it even matter anywhere?). Oh and what do the admin skills and marketing skills do and if they're useful then how do I raise them?
