This is because the map will scroll at 5px boarder from the edges of the windows. Silly me put the help button on the wrong sides of the buttons/labels. Should have the ones on the left, to the right. And the ones on the right to the left.
Economic growth measures per capita growth as Cerberus mentions. For the most part, cities are using national data for per capita. As it is impossible to find Yekaterinburg's per capita figures for 1900, but it is easier to find Russia as a whole. This is why there is economic growth for these dead/non existing cities mentioned.
That being said, in v1.22 we will be getting multiple map redesigns, and map loading systems. The new default map will not have most of these newer/unpopulated cities. However you'll easily be able to load the "classic" map.
