You have to start a game with the setting turned on (Hard mode, OR check the box in Advance game settings.)
After that it's on. You'll get a pop up window when your employees start demanding stuff. If you want to give employees stuff before then, you can do so in HR (Phone->HR Department.)
If you enable Auto-Benefits, then you will not receive popups. It will just automatically payout.
Note, that the concept of public (non-government) retirement benefits is a more modern idea brought by increased 'socialism' and 'workers rights.' As such, you won't get much demand in early game years, but by the great depression you should be getting quite a bit. Pensions (Define Contribution) will start going away in favor of Direct Benefits around the 1980s.
